Obviously we are not talking about just forgetting some enable setting somewhere right? I enabled disabled every java setting from browsers, the control panel, etc. everything IS enabled yet everytime an appet appears on a brower the brower requests to download JAVA.

It would be helpful to know what internet browser you are using, but typically you can enable/disable Java in your internet options or preferences.
For example: I am using Mozilla Firefox, so from the "Edit" menu I choose "Preferences". I then choose the "Content" tab. Under that tab is a checkbox specifically to enable/disable Java.
I suspect that for Internet Explorer there will be a similar situation. I believe that it would be under the tools menu under options.
