I have an lg 47nl5200-ub led tv. the screen is black and it blinks on power up and power down. I can see picture with a flashlight so the backlight isn't coming on. I replaced the power supply board with no success. the sound works and you can use the menu screens if you use a flashlight.

The LED and the board are no longer working for your TV and are going bad too. You should buy another TV than to try and repair the TV with the screen that is broken.
You have bad LED backlight strips, VERY common failure, it amazes me how many people change the power board with no backlights and in most cases it's not the power supply that's bad

usually bad power supply, Where did you source your part? return/exchange it. Bad LEDs/ possible but not as likely, Tcon working if you can see images with flashlight. You must also have backlight on signal from main board ,check for 3 to 5v on labeled connecter on power supply. UPDATE---47" & 50" LN series. This model has had LED problems if your TV acts as described by Mr. Hughes in is answer to this problem you have bad LEDs
