disable ... wait ... try again with enable..

This can happen if the device is lacking in power. Try a different USB cable. Look for a cable with ferrite cores, (cylindrical shaped objects near the ends of the cable) that is as short as you can use.
If the issue persists among multiple computers and USB ports with different cables, the Device has likely had a hardware failure. In some cases the error can be rest from within the device if it is powered by batteries. Disconnect them and wait 1 minute. Re-connect them and try again.

Go to your Device Manager and uninstall all the Universal Serial Bus controllers and then right click and choose Scan for hardware changes. You may also need to restart the computer.

Code 43 appears when one of the drivers controlling the device notified the operating system that the device failed in some manner. This is a sign of hardware failure - the BT chip has failed.
Try a hard reboot of the device: disable it from Device Manager, go into the BIOS and try to disable it from there, then reboot one more time, shut down the pc and remove the battery for an hour , reboot then reenable it from the BIOS , reboot and reenable it from Device Manger- if you get the same error then its dead - disable it permanently and buy and install a BT USB stick.
