Jvl Echo error message when turning on is "Check signal cable". Screen never comes on.
Do you mean a JVL Echo gaming system? If so, the game system has a fault. It's either not starting the 'operating system' or the internal data cables aren't sending the signal to the screen. Since this is an all-in-one, it's hard to tell if the problem is the internal storage, a faulty processor or something else. If the game system is under warranty (usually one year), I suggest you talk to the manufacturer.

Turn on emachine bluetooth

You cannot as it is a very old programme.
Try this;
You can try and re-install the application.
1/ Uninstall the application if it is already installed.
2/ Right click the application's installation file(setup) and select Properties.
3/ Go toCompatibility tab.
Under Compatibility mode, check the checkbox for Run the program in compatibility mode for, choose the appropriate Windows version from dropdown list.
4/ Click Apply and then Ok.
5/ Right click on the installation file and choose Run As Administrator.

I go to Dell.com and enter the service tag code and like magic
dell tells me the PC model and show all manuals and all software for it.
the manual tells you how to open this desktop only.
if confused post a photo of this PC,
you never said PC , just the word CASE,
my dells ATX have left side latch, fancy
the old trash DELL BTX have right side latch(elien junk)
the some have only rear left screws to remove
as do most non OEM desktops.
every PC maker makes this choice there is no standards for the side lids on PCs. it is all custom.
